Kosova is preparing to build a full domestic defense industry, one that goes well beyond ammunition, according to a draft concept document finalized by the Ministry of Defence.
The document lays out plans for a State Defense Industry Corporation with six divisions. Ammunition comes first, but the plans also cover tactical drones, anti-drone systems, military electronics, armored vehicles and personal equipment for soldiers.
The ammunition division would build a modern factory in western Kosova, with Jahoc near Gjakova named as a possible site. It would use Turkish or German technology to produce the first “Made in Kosova” rounds.
A separate division for unmanned systems would develop and produce tactical drones and anti-drone systems. It would also work with industry federations and EU agencies to speed up industrial projects. The plan proposes a national laboratory for this technology.
The electronics side would cover tactical communications, sensors, and command-and-control systems. Kosova also aims to make uniforms, helmets, bulletproof vests and other protective gear for its soldiers at home.
The Corporation would be linked to a dedicated defense industrial park. Both, together with five departments, would sit under a new agency within the Ministry of Defence.
The concept document acknowledges that Kosova currently lacks the technical and infrastructure capacity to produce advanced defense technology. It also notes the country’s dependence on foreign manufacturers. The stated goal is to cut reliance on imports and gradually build a domestic industry.
