Albania asks Strasbourg to reconsider the resolution with allegations of organ trafficking by the KLA

Albania asked the Parliamentary Assembly of the Council of Europe to reconsider the resolution based on the report of the envoy Dick Marty, according to it unfounded and unproven, where claims are made that former leaders of the KLA were involved during the 1999 war in trafficking of human organs, also extended to Albania.

Prime Minister Edi Rama emphasized in his speech today before the Parliamentary Assembly of the Council of Europe that Milosevic’s ethnic cleansing in Kosovo caused thousands of killed and disappeared and hundreds of thousands displaced.

Prime Minister Rama’s speech is based on and follows a Resolution that the Assembly of Albania adopted in July, which states that the report drawn up by the envoy of the Parliamentary Assembly of the Council of Europe, Dick Marty, contains claims, which remain unsubstantiated, unproven and unfounded. in evidence and facts and, therefore, should be considered as such by all national and international institutions.

This Tirana resolution has been officially sent to the Council of Europe and its member countries, and Albania is now seeking to change the document approved in Strasbourg 11 years ago.

Mr. Rama added that such fake news were fabricated in the Kremlin against Kosovo, and that Europe should respect the dignity of the Albanian nation, rejecting them.

In addition to these statements by Prime Minister Rama, Albania must follow some concrete procedures to set the Parliamentary Assembly of the Council of Europe in motion.

The first step is to submit a motion for Resolution. Albania could do this as early as now within the framework of this session of the Assembly, but “Voice of America” ​​has officially learned that such a request has not yet been submitted.

The request, according to the rule, is reviewed by the Parliamentary Bureau, which verifies whether it is in compliance with its procedures. It then passes to one of its Committees, which may appoint two rapporteurs to draw up a report.

This document will have to be approved by the Committee to be included in the agenda of the Assembly, where two-thirds of the votes will be needed. The road is expected to be long and difficult, even so far it does not result that the Parliamentary Assembly has previously faced requests for the review of its resolutions.

The report of the envoy Dick Marty was the starting point, which led to the establishment of a Special Court for war crimes in Kosovo, with headquarters in The Hague and the initiation of a process that has accused some of the former top political leaders of Pristina.
