The Albanian government has launched a new initiative called the “Mountain Package”, allowing investors to obtain state-owned mountainous land for just €1. In less than two weeks, over 1,800 applications have been submitted, according to government sources.
The aim is to boost economic activity in remote rural villages by encouraging the development of resorts, eco-tourism, and job creation for local communities.
This initiative expands on the earlier “Albania 1 Euro” program, which previously granted access to 1.56 million square meters of coastal land to private investors.
Key benefits for investors include:

Access to government-owned land in selected mountain villages.
Targeted areas include regions like Tropoja, Kukës, Dibra, Malësia e Madhe, and parts of southern Albania.
While the government promotes the plan as a tool for rural development, some local groups have raised concerns about transparency and environmental impact.
